P1 tracks every in-scope 2026 municipality through its publication milestone. P2 classifies the established historical candidate-source cells, while the post-2000 ledger works backward through every completed ordinary provincial cycle without turning a winner list, missing observation or aggregate report into a complete candidate archive.

Monitoring complete is not the same as candidate-list complete.

The P1 matrix is complete because every municipality has a source, phase, check date and next action. Only a closed official register can receive a complete candidate status. The P2 audit is complete because every historical cell is classified; partial and blocked cells remain open research gaps.

The complete post-2000 target

25,713 municipality-cycle and event-entity cells now define every completed ordinary general-election cycle after 2000 in the ten provinces. 12,396 cells have complete all-candidate evidence; all 11,896 unresolved cells remain explicit.
